Quick facts about the Philippines market: 

  • The Philippines has a total technical offshore wind potential of 207 GW, about half of it based on good wind speeds above 8 m/s. Floating wind makes up about 87% of the technical potential.

  • The policy and regulatory framework for offshore wind has been rapidly developing in recent years, with the removal of restrictions on foreign ownership of renewable energy projects and a new policy framework for offshore wind announced this June. The Philippine government aims to reach a 35% share of renewables in their electricity mix by 2030 and 50% by 2040.

  • More than 60 offshore wind projects have received an initial contract for site exclusivity. Sites are currently allocated through an open-door model and multiple international developers have entered the market during the last year.

  • The Philippine Department of Environment and Natural Resources (DENR) has started working with the country’s Department of Energy (DOE) on updating the offshore wind and floating solar guidelines so they would become components of next year’s National Expenditure Program (NEP).

  • January 2022, Iderbola SA signed an agreement with Triconti ECC Renewables to construct five offshore wind projects with up to 3.5 GW capacity in the upcoming years.

  • January 2022, the Blue Circle and its partner CleanTech Global Renewables Inc. signed a contract to construct an offshore wind project in the Philippines with a capacity of 1.2 GW located in Bulalacao, Oriental Mindoro. The wind farm will feature 100 turbines with a unit capacity of 12 MW. 

  • Shizen Energy through its group company Shizen International Inc. has signed a MOU with the Ganubis Renewable Energy Consortium on January 31 of 2023, to jointly develop up to 96 MW of onshore wind power generation in the Philippines.

  • May 2023, MingYang Smart Energy agreed to supply more than 300MW of wind turbines for two wind farms developed in the Philippines by Singaporean developers Vena Energy. Vena Energy had purchased 49 MySE 6.25-172 turbines for both wind farms.
