Satisfying the shifting demands of a rapidly changing world is a significant challenge for any organisation. When the emergence of COVID-19 introduced a range of critical new demands, almost overnight, the ability to respond rapidly became crucial to maintaining public health and public safety.

Meeting a next-level challenge, like the novel demands presented by COVID-19, requires next-level digital agility. Case numbers can increase over a matter of a few days, so the ability to design and deploy systems over the same timescale is essential.

Lambeth Council identified a need to conduct surge testing in their area. The UK Government guidance says surge testing must:

  • Monitor and suppress coronavirus infections.
  • Offer tests to people in affected areas who have no symptoms.
  • Enable better understanding of new variants, the risk they present, and how to mitigate them.
  • Protect and support clinically extremely vulnerable (CEV) people in the community.

Lambeth Council decided to take a data-driven approach to conducting door-to-door testing and ground operations. This provides early and frequent feedback to drive iterative, low-risk changes, and offers real-time data updates for operational staff and the DHSC (Department of Health and Social Care).
